well if its been sitting that long your prob gonna have to give it a good service, new oils and plugs and leads id say, new fuel in the tank and put some fuel treatment in to try get the carby flowin better, maybe run it without the air filter get better flow till it warms up.

New fuel pump diaphragm, almost garuntee'd to be torn after sitting for so long. otherwise change your oil and rev the gut's outa it.

Hold your rev's at a couple of grand, cover the air intake until it nearly stall's then remove....repeat 3 or 4 time's. dump your old fuel and replace with new high octane stuff. also bad rotor button and cap contact's could be causing the fouling, clean these up first.

It's an L series motor and they can cop some serious abuse before failing.
