How's this sound, and, dual cab conversion ?

1995 GQ, not sure of spec level, he thinks ST but I suspect lower
(haven't a close enough look yet to see compliance plates for model
codes).
4.2 diesel,manual, 168,000 km or so, a/c, 150L tank, dual cab
conversion done before 1st rego (in 1996) for the South Oz
government.
Steel fold down tray has custom bar work over it with fold up and
lockable aluminum mesh sides to form a canopy plus canvas cover for
water proof. Roof rack above canopy and slightly slung out over
cab. Two spare wheel carriers with two wheel studs each are on top
but supoported by bar work of canopy not the roof rack itself.
OME suspension upgrade, not lift but for xtra payload. Says has
certification for SA and WA, and claims 700kg in tray alone is OK.
Headlight upgraded to Hella 100W H4. Bullbar, tow bar.
Asking 27K AUD, was 28K AUD last week.
What do you think about vehicle and price. Assuming mechanically
sound and well serviced. Fairly versatile vechile I think, but a
little over priced, though I know a dual cab conversion costs about
10k. He said it was done by Dekka (or similar sounding firm) in SA.
Any issue I should look out for with Dual Cab conversions, uprated
GVMs, 1995 GQs oin general?
