rough idle when cold

G'day guys,
i have a 4.5ltr 80 series manual on dual fuel. When the car is cold on either petrol or gas the car has a rough idle it will constantly sit between 400-600rpm and just coughs and splutters. it drives fine once your going but it just idles really low to the point where you hold your foot on the accelerator to give it a hand and when your foot is on holding the revs up it also holds revs fine.
Once the car warms up it then sits nicely at 800rpm.
Does anyone know why it would be doing this? Spark plugs? leads?
