tray paints and liners

HI guys,
I want to spray my lux steel tray again to stop rust and neaten everything up.
The ute is used for work but it not like a tradies ute where the paint will get scratched up every day.
However I was wondering if there if a particular paint that is harder wearing to stop it getting so scratched?
Also I think some of the sides will have to be taken back to bare metal to stop the surface rust, what primer to use for this?
I would be using a low pressure spray gun for the job - not cans but not pro either.
AS for the tray bottom itself I was thinking of putting marine carpet in. should I seal the metal first so it doesnt just rust away under the carpet? or should I scrap the carpet idea and do something else.
