Outer Limits 4x4 Board

What makes drum brakes emit a squeal - under light pressure only, not heavy braking?

I pulled the outer drums off and blew out a heap of brake dust - they still squeak but not as badly. Should I have roughed the pads up a bit?
(Plenty of material left)

Just your pads getting shinny they dont really brake as hard as your disk brakes so they get hard und shinny and dont really grip
