Outer Limits 4x4 Board

hi
on sun day i was out 4wdriving when my gu ute started having problems withits power steering.what happened was when the car is nott moving and idling the steering has no power steering but once the the car is moving and reving a bit its fine.i popped the bonnet and noticed that when i tuned the wheel it would stop the fan and other pulleys from turning but the engine will still idle normal.this happens with the hubs locked and unlocked.

any ideas

sounds like slipping belts?

bit of oil on the friction surfaces of the belts maybe. at driving revs you notice the steering gets notchy when turning?

the steering gets notchy but why would it stop the fan from turning.it does make the same sound as a belt slipping
