3b high idle, slow rpm drop issue

hey fellas,
discovered an issue when i arrived at cruiser park last weekend where the 40 was idling at 1600rpm..
it had been heating up a bit more than usual (water temp had max'd at 200f) and it was a warm day on the drive there.
did some wheeling, drove home and it was idling a bit lower like 800rpm. i noticed that the rpms at idle would climb from 700 to 800-900 when the engine was warm.
drove it around today and it was doing the same thing. if you put some load on the engine the rpms will drop but with no load they'll remain high.
i have checked hand throttle no stuck, accellerator cable for hookups, things under the accell pedal like matts, sprayed wd40 on the intake manifold to look for leaks (done cold)..
thought it could be the governer diaphragm on the injector pump but that was changed about 20,000kms ago and there is no big plumes of black smoke. i havent done a vacuum check to see if its this yet though.
i had noticed prior to the drive to cruiser park that the rpms seemed to take longer to come down closer to idle. when i was at bunnings today i noticed the rpms hovered around 1500-1000 for about 2-3secounds before coming down to 800ish..
noticed there is not much engine compression :( usually the accell pedal is real touchy and doesnt take much to jerk yer neck around around.. and now taking yer foot off the accell means hardly any response at all..
I'm going to take it to the mechanic this week but would like to know what you guys reckon it could be..
should i be checking the rad water for oil or something bad like that? oh all this is on a 1984 3b, 3.4l diesel supposedly 80,000-100,000kms after a rebuild (no receipts so nfi). normally idles around 650rpm. water temp has been steady round 180f for ages now, even all the way out to the springs n back
