From what i read, they're trying to save face for the 4x4 enthusiasts in the UK. To do this, you join a club/group who's members stand for a particular set of rules etc.

From my limited knowledge and input into the politics of 4wding, for us its a lost cause for this sort of stuff. Basically anybody outside the loop (retailers, clubs, enthusiasts etc.) is either on the fence, or is completely against the hobby.
