I realise that you're hoping to hear something like "to fit a 33 you need to x amount of lift"

Unfortunately everyone will have a different answer, and a lot of factors come into play.

My last car had 31s with 2in OME springs, no body lift and a virtual lift.

depends on what size tyre and what you mean maximum clearance. Best bet is to have a look through here and check out some of the threads in the bible,

Some will go with 2" of lify plus a small body lift and guard cutting and fit 34" tyres, some will go with a SPOA and 31" tyres, some will go with RUF, guard cutting, bumpstop extensions and 2" of lift and run 33" tyres. Many ways to skin a cat

Really depends how you want to do it and if you are happy to cut up your vehicle. If you want the easy option, 2" springs RUF, 2" body lift and some seam bashing will get 31's for sure and some 33's

I did it with 0" inch of lift to fit 32inch tyres
Cut the guards up quite abit (also removed rust areas)
And moved the front diff forward using a bolt on ruf with re drilled spring mounts :D
Very cheap and very effective :D

A few questions need to be asked to be able to give you a sensible answer.

What sort of driving do you want to do? I'm assuming rutted muddyish tracks based on your location.

How much do you want to spend?

Do you want to/are you capable of doing the work yourself?

Do you want something that ends up so modified you're scared to drive it in fear of being slapped with a canary or do you want something stockish?

You'll have a lot of fun in a Sierra with 2" speings and a set of 31's with a locker in the rear. Will you have more fun in a car with 36's, gears and win lockers? In Vic i seriously doubt it.

if you want fun, SPOA NT 2"BL and 30's and a CIG Rear center, just as long as you dont like straight panels :D

Im scared to spoa my wt on with +28 offset and 33's!!

Mines 1 of the lower ones.

ruf, maz/corrola mix rears, gives bout 1" spring lift with my hugee shackles and 2" bl.

Bashed inner headlight bucket, rounded seams, but still pretty original flares/guards, diff 25-30mm forward rear is 15mm back
