Maybe the master cylinder isn't big enough. Go 80 series master and booster.

Use the master out of a cressida bolts straight up and has more volume than an 80 series master.. much cheaper at the wreckers to $15 compared to $80..

your master is cactus, get 80 series or cressida or camry...they all fit.

What are the Master Cylinder piston diameters for the Cressida and Camry?

Also, if you are running drums on the rear still make sure you get a drum rear master cylinder or you will have issues due to different residual valve pressures

Cressida is 1 1/4" if my brain is still working...
