hj75 clutch problem, advice needed

I have searched and can'y find what i'm after.
The clutch in my hj75 troopcarrier has a really short take up, ie: push the clutch in and it only takes about an inch for it to engage, never slips etc and otherwise works well but you have to concentrate when changing gears.
I have bled it and no air bubbles came out and made no difference, so how do you work out which is the problem?
Is it the clutch cylinder thing on the firewall? or the other one on the side of the gearbox that is at fault, i assume one will need replacing or a kit /seals thru it but don't know how to work out which one is at fault.
I also assume it's not the clutch itself as it works fine just the short take up. I can't see any other way of adjusting it.
