There is 2 ways this can be done, however the t/c will not lock up in first gear as the oil flow to the lockup solenoid is not available.

If you earth the Grey/Red wire that comes out of the transmission via a switch this will activate the clutch when ever you switch it on and are in 2nd gear up regardless of rpm.

The other way is to earth the C7 LT.Blue wire from the ECM this will only lock the clutch when you have more then 4% throttle, this stops the problem of stalling the engine.

The second way is how mine is. I have also wired mine with a led light in the solenoid circuit (T off the pink/blue wire out of transmission via led to earth) so I know when the lockup is on.

It might be overkill but have you looked at something like this, designed for vehicles that still have a mechanical speedo:

Manual lock-up would make me a bit uncomfortable as there are problems with locking up under the wrong conditions.

Out of curiosity, are you simply looking to achieve lockup under favourable circumstances, or do you want the ability to lock for hill descent too?
