How bad is it? Bit of a job to cut out and weld new pans in.
I would just wire brush, fibreglass (rust holes - provided not to bad) and cover underbody tar.

Has it already been RWC tested (if they see rust they can make you get a structural report) make sure you can't see rust

Rust is bad it is a good part of the floor pan gone. Going to cut out what i need too and tack a new floor pan on. Underbody tar the rest and hope the rwc boys don't pick up on it.
Hasnt been in yet so they havent picked it.

i did this job about 9 months ago, sh*t of an idea but it is possible. I had to replace the front half of a duel cab, to get the old one out there's around 5000 little spot welds i had to drill out and then a little help from a persuasion tool called a hammer, went and brought a cut from an import surf that had no rust and welded and glued it back in. There is a bit more to it like chassis mounts etc so if you want just pm me. Cheers Brad

Mines a little rusted, i like to call them speedholes, and floor mats for the win.

Floor pans both in. Didn't have too much trouble, had more trouble pulling them out of the wrecked car!
Yet to take it in for a roadworthy but should be smooth sailing will post some pics when i get a chance
