I have an fj73 and i want to know if i can remove the roll bar which holds the rear seats, seat belts? And then put lap belts on all 3 seats and still be legal? Or can i build a new roll bar and use the original seat belts?

If a vehicle has was made with lap/sash seat belts for a set seating position it is illegal to replace them with lap belts only.
You can build a new cage however & mount your seatbelts on it but it will have to engineered.
it's never a problem until it can't be fixed, even then it' only a minor set back
