3Y Starter motor.

Hey all,
the starter motor on my 3Y motor seems to whine and when i stop turning the key seems to engage and then if i turn the key it will then crank the motor. All the cables are good and i beefed up the battery cables to it and cleaned up all the earths.
I took the starter motor out and it worked when i tested it, but then put it back in and doesnt.
