the antenna relies on the trigger from the HU. most HUs (ie: non-pioneer) have 2 blue wires: one is the 'remote' wire to trigger an external amp on/off, and is +12V whenever the HU is switch on (ie: constant +12V when the HU is on). the second wire is a switched wire that only goes to +12V when you select the tuner, and returns to 0V when you go to CD; this is the antenna wire that can be used to make the aerial go up/down when you switch to the tuner.

because pioneer have only 1 'constant' blue wire, it has to be shared for external amps and the antenna, meaning the antenna is always extended.

if you really want to overcome this, find the antenna wire and add a simple manual switch for it that you can dash-mount and toggle whenever you want.
Hope this helps

Gday mate in my gu i hooked the antenna out to the purple with a white trace wire. My head unit is an Alpine and vehicle is a 2000 3 litre.
Antenna works fine and has the low and high switch still working.
Hope this helps.

My switch is either all the way up or only half way down. I've heard this is for all GU's. Correct? I'd like to change it but what controls the height, the switch or the antenna?

The antenna itself only has half or all. Suks i know but just press cd and listen to the good tunes while those branches scratch your snorkel and not rip the antenna in half!
