probably dont want to powdercoat axles if you want to reuse them.
I'd say a bit of wet and dry sand paper (wet), followed by a good coasting of grease.

By far the easiest way I've ever seen to remove rust from any metal object is to put it in a tub full of molasses.
The molasses eats the rust in a couple of days and then you just rinse off with water (or thinners) and dry then paint or oil/grease.

Run them along a wire wheel on a bench grinder or get a wire wheel for a 4" grinder and buff the rust off, oil them when your done.

You can get Molassis at any ( horse, / animal ) Grain Store.
bigbear, you are in Montrose -- you can get it at the Meadows Produce store in Canterbury Rd Kilsyth. They should have it in stock - 20 litre bucket ( dont quote me, but it should be under $30-00, BUT its been a loooooong time since I bought some ) If they dont have it in stock, they will get it in for you.
Geez, Id hate to try and clean parts with it -- its like honey , you will get it EVERYWHERE.

At least you can clean it by licking it off.

A wire wheel would be much less messy.

Wire wheel would be the best.
If you to do the molasses bit then mix 12 parts water to one part molasses. Gives a better result that pure.

Sand blasting is quick and easy given you get someone else to do it but make sure the bearing surfaces and splines are well protected.Wouldn't really want to blast either of those (assuming we are talking axles and not housings)
Wire brushing is not that hard or bad. I wire brushed the entire rear end of my cruiser including housing, control arms, hubs, flanges and tailshaft. Used a brush on the 4" grinder for the housing and a wire wheel on the bench grinder for the rest. Then coated them all with a rust inhibitor/convertor before painting with chassis paint. The diff housing did chew up a whole wheel but the one on the bench grinder is good for a long time.

CLR works a treat but you would need heaps of the stuff i put a pair off really rusted out pliers in a tin of clr and came back a day later and it was like new steel
