Free Wheeling Hubs Problem

I have 96 Landcruiser dx with factory fitted free wheeling hubs, I want to ask a question which has me stumped
When the hubs are disengaged, the front driveshaft should be free spinning? Is this correct?
i.e. what im saying is if the gearbox is in neutral and hubs are in the unlocked position and transfer case in H2, if I get underneath the car I should be able to spin the front driveshaft by hand……
Well apparently not in my case………
here is my problem, with my hubs unlocked and gearbox in neutral and transfer case in H2, my driveshaft wont turn as if the free wheeling hubs are still engaged………
if anyone can shed some light on this issue as to why this is happening, possible causes and how to fix it, that would be greatly appreciated………
for clarity I have checked by raising the front of the vehicle and turning the front wheels, causes the front driveshaft to spin with the hubs unlocked. Its as if the car is acting as a constant 4wd.
