You could try this place, buy I would bet it is either impossible, or cheaper to buy wheels in the correct size...

It can be done and it can be done by you......
Whack the 16.5's on ebay and with the money go and get a set of 16's. Sorry but whilst it is possible (and illegal) to widen or narrow an alloy rim it is not possible to shrink or shave it down from the 16.5 to 16 (and if it was it would still be illegal) Whilst it would in theory be possible to machine the 1/2 out of it I dare say there would be little material left for strength.

What sort of rim are they? Single piece, two piece, 3 piece?

Are you sure they are alloy? Welded alloy rims would have to be pretty rare.
If they are steel, you can get them re-rimmed to 16" and keep your centre, but 16X8" rims aren't exactly hard to come by.
