Just because it's got number plates doesn't mean it's legal any more than here. Most US states are as interested in tyre coverage and mudflaps as here.
I'll agree there's a different take on personal responsibility for vehicle safety in the US, which is a reflection of their civil liberties/personal freedom culture.
However, there's a huge debate at the moment about police writing tickets for violations like tyre coverage etc - apparently in some states, like Utah during Easter Jeep Safari - hundreds of tickets were being written for tyre coverage etc. This is igniting the civil liberties argument amongst 4WDer's much like it does the gun lobby.
Also, in some states there is OHV registration - in California I think it's referred to as a "green sticker" Which allows use of buggies etc in OHV parks like Oceano dunes and Johnson Valley.

Matt Wilmhurst in the green ZUK404 was fairly basic and very versatile low full bodied sierra.

It might be low compared to other moged rigs but I would't call it overly low.

Its still around and Junior would have been at TT again this year but his wife gave birth to their 1st son about a week before the event.
He thought it mite not be that wise to compete haha....
