Grand vitara rear brakes over adjusting automatically.

Hi guys,
I've found an issue with the rear brakes on my grand vitara (99)..
The rear brakes "self" adjust until the brakes actually start to drag noticeably.
At first i thought it was because i have a 50mm lift in the rear and there may not have been enough slack left in the hand brake cable but i un-bolted the cable from its mounts to relieve any tension and it has not helped.
Then when i had the drums off to back off the brakes i removed the little lever plate that moves the star wheel for self adjustment thinking this would help stop the issue.........but it still tightens up the rear brakes.
I back them off so the adjustment is correct then slowly but surely i notice the hand brake lever travel diminish until the rear brakes are dragging!
The rear shoes are in good condition and im running out of ideas!
Could it be a load proportioning valve problem?
I have never meet a set of rear drums so intent on self adjusting (even with the self adjuster plate removed!) the normally never adjust themselves.
