SOA in a MQ patrol

I have a few questions
Is it legal
How does it effect road handling
how unstable does it make the car
what exactly is involved in doing it
can i get it done somewhere, if so how much ??? approx (im in melbourne)
What are the benifits (besides the ovious lift)
