Outer Limits 4x4 Board

Can anyone give me a brief rundown on how to tension this thing?

I can see the tensioner puller and it has a bit of threaded rod doing through behind it but it doesnt push against anything.

It looks like something is missing.

Its in a 60 series.

the threaded rod dose not puch against anything it movers the pully up or down
