Gutless and slow boosting ZD30 help

Have a 2004 zd30, Has done 180k. I have had a few dramas from the time that I purchased the car,30k ago. The engine has had some dust in it from the car dealer installing non genuine air filter but doesnt appear to of damaged the engine itself, not using any oil or blowing any smoke.
I have the dawes valve and did have the needle valve setup(taken out to fault find) The egr is blocked and I havent had to touch the adjustment on the turbo. It has had a compression test and although the compression was down slightly across the board (probly the kays) cant find anything wrong. Has brand new maf, I have cleaned out intercooler and piping which was full of a beatiful mix of oil and dust!!
I felt the performance drop off on a long trip towing cartrailer thru hills into Perth. Thought I must have picked up some shitty fuel so did fuel,air and also changed out maf with good spare. No difference.
It lacks power off idle(more than usual) and is slow to spool up. I get about 3psi at 1500rpm if Im lucky and about 8-9 at 2000rpm then will fly up to 14psi. I have a catch can fitted. Took out the dawes valve and its no better, have reset computer and will not throw up any codes. Have also changed out boost sensor.
Can the dust damage the turbo compressor wheels to the point that the turbo will not spool up properly? Can the vanes get stuck?(the actuator arm is still moving)
Any ideas or advice will be greatly appreciated as I am at the end of my tether!! Sorry for the long post.
