you need to use a fine grit sandpaper to run back the old paint....
If you're painting black, use a can of black rust guard or rust kill, it doesnt need primer and its tough as.
as for the bubbling - must have been something on the rims to start with.

It sounds like you have silicon on your rims it looks like little fish eyes it is like an oil and the paint dont like it at all.Best thing let them dry thouroughly and then give then a really good rub down with wet and dry paper preferably a 400 grit. Then give the rims a wash in sugar soap a very good wash, dry them if you have rubbed thru to bare metal a good idea to put a couple of coats of undercoat on and that way you also help seal anything under that. Then when applying paint put your first coat on sort of dry and then your next coat a bit wetter then continue till you have the rims all coloured out or painted let them dry and there you have it.
I hope I have been of some help to you.

I did mine back to bare metal with a wire wheel on a grinder then rust guard.
came up brilliantly, lasted well.
the wire wheel can still leave oiol residues behind so a rub with wax and grease remover is advisable.
