apparently the laws regarding gas conversions changed at the start of 2003. if i was to buy a 2001 TB45 on straight petrol and convert to gas, will it have to be gas vapour? was the law change to cars put on gas after 2003 or was to to cars built after 2003?

No idea. Never heard of these laws. The only laws I've heard about was that any vehicle built after January 2003 must only be put on LPG using a certified kit. Before 2003 you can franenstein up a kit from random bits and pieces.
Earlier this year when I put my 1998 TB45 on gas every place I got a quote from offered venturi, gas injection and some offeret liquid injection.
Certainly no problem getting someone to install any type of gas system on a pre 2003 vehicle.

No the law is for cars built after 2003 manufacture. The emission laws are much stricter. If the car is uncommon and you are pioneering the conversion then you have to get the car passed for emissions and ADR's. It can cost heaps - so getting LPG vapour done is much easier.

as prev stated, its built, as it has to comply with the emission laws that came in with 2003 builds

All LPG vehicles have to continue to meet the emission standard that the vehicle came out with. The LPG system has to have been tested on the same vehicle and deemed to pass. There were still lean bias mixer based (impco) systems that complied to beyond 2005 and full closed loop simple mixer system that passed.
