Does the process of powder coating reduce the strength of the rims?

Doubt it....... powdercoating generally needs to be cooked on at 195 degrees C for 10 mins. it may however take some time to warm to that temp, with no effect.
Most powdercoaters are able to legally and safely coat ultralight aircraft components, so steel rims and reduced strength shouldnt be an issue.
