Hilux h/d clutch problem

G'day all, asking for friend so information is a little vague.
He has installed a h/d clutch into his 2.8 hilux. The brand of the clutch is unknown. The problem is that the clutch will not completely disengage. When the pedal is depressed it appears that the throw out fork is not moving enough to disengage the clutch.
The clutch he assures me that it has been installed correctly and he has fitted new pressure plate, master cylinder, slave cylinder and throw out bearing. The pedal has been adjusted correctly and there appears to be no air in the hydraulic system, (master cylinder bleed first, than slave cylinder, and also pressure bleed).
Question, when fitting a H/D clutch kit, does the master and slave cylinder need to be upgraded? I personally don't think so.
Any guidance would be much appreciated.
