Outer Limits 4x4 Board

I have been driving a friends 2007 hilux petrol 4cyl manual and it seems to surge while driving. it is like the aircon is kicking in and out but more noticable and a/c isnt on. everything is stock standard and it does it at random times but more noticable on the hway at different speeds.
he has changed injectors, fuel filter etc, spoke to toyota and they dont know. any one else had this...

Try cleaning the mass airflow sensor, also maybe have a looking at the o2 sensor.
