thats pretty much the same australia wide... put a ladded on the back that your spare attaches to, and call the exo a 'roof rack'.

Check the Transport QLD website, it seems to say it's okay, certain conditions though.

Heavy duty ladder/roof racks, will pass with that reason, although some don't like the "smartarse" use of the term, and might look a little harder at other modifications.
