warn low mount brake

I dusted of the low mount I have had in the shed for a few years since I got the high mount with a view to putting it on another car.
It's a 1984 8000 low mount that served me well for a long time with the occasional grease change.
The info I got on the web about the brake was that it should nearly fall out of the drum, gentle tapping no, not so gentle tapping no, 6t press no, brute force still no.
So if it won't budge how do I test if it is working properly.
The brake has a female allen head spline in each end, I put two allen head shafts in each end, battery drill on one end, the other end free, operate drill and the whole unit turns.
Locked one shaft in the vice, drill on the other, completly locked.
I have searched but can't seem to find the answers.
