Outer Limits 4x4 Board

Hey guys I could realy use some advise. I'm looking at buying a surf2.4th it's only got 217k on the clock but it has a blown turbo. It blows whitish smoke even on idle and is difficult to start he claims it's been rebuilt and has a new head I want to kno if these issues would be the blown turbo or somthing more sinister

white smoke? could be steam-water in the cylinder or i believe excess diesel can come out white?
but at idle? I would be wary of buying it. maybe get a mechanic to look at it.
