how much do you think i would have to ajust the upper and lower on a swb with only 3in lift, it gets a vibration from 95 to 105 so its really annoying cause you eather have to speed or go slow as on the highway. i will doing this all myself without ajustable control arms (ie cutting and lengthening) so i wanna get it right the first time

That sounds more like a wheel balancing problem. Worn unis or wrong pinion angles would cause a gradual vibration increase as speed increases, and would be primarily noticeable when accelerating, and sometimes decelerating.
Being as it's a patrol it might also be a a front end problem.
I'd do all the bearings if they haven't been done recently, then get an on vehicle wheel balance

ok, ill do that too... but i still need to adjust these cause you can see its not at the right angle and the springs are bent. have any idea how much you would need to cut out/join?

No idea on a patrol but it would only be a few mm. If no one can give you numbers you can always put everything on stands, position the axle to where it needs to be then measure up for new control arms.
