SOA will be hard to get engineered. Best bet is to obtain a list of accredited engineers from your states transport authority (Vic Roads I believe) and start calling them. Cost will largely be dependent on who you talk to and how well they know you....and what time of day it is and where the aignment between the moon and the sun is and the effects of the earths gravitational pull on the neighbouring stars etc. etc.
In short, don't talk to anonymous web douches like me, talk to an accredited engina. Best of luck!
P.S. Just in case there's a monbulk in QLD, you should give up now, you have buckley's of getting a springover passed in the sunshine state. They really are incredibly conservative with their vehicle modification laws. If only they were as careful with their you-can't-date-your-sister laws.
