Brake Bias Valve adjustment

Trying to get the wagon to pull up better and have done a search and still no clear conclusion.
Which way do you wind the adjustment bolt with the lock nut on the back of the valve? .....in or out to get more breaking power to the rear?
I have extended the bias bracket to match the lift height and fitted slotted rotors but still cant get enough to rear.
Adjustment either way makes no noticeable difference as yet...........
