Just posing the questions to you guys.
If I had limited funds for a GU to buy vehicle and fit 3" Lift, Lockers and 33's which model would be best?
1. 4.5 Petrol OR
2. 2.8 Turbo Diesel
Would mainly be used for touring and some small events?

It really is choosing between the lesser of the two evils.
I would pick the 4.5 over the RD28 personally. Alot of the RD's out there have lived a pretty tough life and most have very high km's now.
I have started to see alot more RD's with cracked heads than in previous years, mainly due to people winding the fuel up past where they should be to try and extract reasonable power from them for towing purposes.
Put the 4.5 on gas and your economy will probably be better off than the RD28 anyway.
You also wont have the worry of failed injector pumps and injectors costing more $$$ if you dont know the history of the vehicle.

The 4.5 would scare me for touring duties unless on gas. the 2.8 would scare me more due to the higher risk of big $$$ repairs being needed. At least with the 4.5 you can judge what you will spend on it... im driving 1000km on that trip, I need $300-$350. As opposed to the 2.8 which might not cost a cent but could also drop a 4k bill in your hand when you least need it.
IMHO if short of cash go for the most predictable route that you can afford.

I would go the 4.5.
I know its no power house as I drive one every day.
I drove a 2.8 once and unless there on boost your flat out doing a hill start in low range. I hated it and was more than happy to give the keys back to the owner.

are you crazy? a 4.5 litre petrol drinking monster for touring! with fuel prices of around $1.50 plus, I think I'd rather just take a little longer to get there with the little diesel. Just do your homework on the vehicles history, ie. how close is it for a major service ( think timing belt on the RD28 ) it's pretty easy to see when a vehicle has been thrashed by other tell tale signs. You can tell how great to own a 4.5 litre petty is by how cheaply you can get them now...go the diesel if touring is your thing. Oh and it'll cost ya at least $4000 to get it on gas and don't think that gas prices aren't going to rise as well. Just my 2 cents.
