Whats a good number as a trade off of ground clearance for TT and a low COG for racing?

That unfortunately is a pretty broad question. Track width, WB, vehicle, tyre size, suspension travel, all play a large part in the whole equation.
20"-24" is the basic allowance that I reckon is good with a tyre size range from 37-40" & wheelbase range of 98"-120".
There is nothing wrong with a lower belly height as long as you can work it flat & you have travel & nothing silly with WB (too long). Let's face it lower belly = lower CoG.

Current build I am doing granted be winch style events, has a modified chassis height of 23" but bottom of Xfer clearance 19" & WB of 120" on 37" rubber. 14" travel all corners.
