with the winch drum lever engaged, try and spin the shaft coming out of the winch

check the lever in the cab goes all the way up too

ok. the two levers lock two different drive assemblies. So only apply one lever at a time to check what's buggered.

If the winch lever is in, and the shaft spins the winch has a buggered worm drive, shaft or dog clutch

If the PTO gearbox outlet box lever is in, and the shaft spins, then the PTO drive box on the transfer case is buggered or the cable isn't engaging it.

when you move the lever on the winch to the left looking at it it will engage the winch.
now with the lever in the cab engage this, put into gear then jump under car and see whats happening.
if the pto is turning, the winch shaft will be turning, if no turn at the winch itself u have a broken shear pin.
easily fixed, they are a copper pin so if too much load is on the winch they snap first.
if this turns and nothing at the winch i would start removing the winch and inspect whats going on.
they really are a simple winch and not much goes wrong with them
