buildup and engineering questions for nsw

hi im considering buying a LWB GQ that i can get for cheep!! coz it needs new front guards and has a bent conrod. So if i get it this is what i want to do..
1. 3 or 4inch lift depending on what shop i go to recommends but since it will sag eventually prolly a 4
2. 33inch tyres to start with for reasons: cheaper than 35's, attracts less attention from the killjoys, and prolly better to learn on.
3. Snorkel
4. Cut the rear quarters like dirtpig did and fab up a rear bar like cheezy makes.
5. Ditch alloy bullbar and get an arb winch bar or a cheezy tube bar
then later
6. 2 inch body lift so i can fit 35's under it
7. gearmaster reduction gears
8.4.6 diffs
Since i live in nsw most of the time it will be registered in nsw
so my questions are:
1: Are my proposed mods sensible?
2: with the bodylift is it an enginneer that has to look at it or do i go to the rta and an 'approved' person inspects it?( i searched and am still confused)
3: would it be a problem if i got the 4inch lift and 35's(borrowed for the inspection) done at the same time with no bodylift so i save on engineer costs then go back to 33's(assuming that BL's only need an approved person to inspect it)?
