TD42 small holes in block and head? what are they???

im just wondering what the small holes in the block and the head are? the ones in between the cylinders? theres 2 for each cylinder. Ive attached a photo. the yellow arrows are the holes that are open and all the holes that the red arrows point too are blocked?
just wondering if they are supposed to be blocked or not cause the holes in the head are all open.

Ive been told they are steam holes?

does anybody know what they are?

I have heard those actually "called" steam holes in that approximate position on other motors (sb chev)... whether they actually have anything to do with steam I don't know for sure..... don't forget between the cylinders in those areas, you have a very small amount of water relatively speaking, so I would imagine those particular areas get quite hot..... so maybe steam hole is correctly named..
