Best starting place on a 304 is to undo the idle screw until throttle body butterfly is fully closed. Then screw the idle screw in until the butterfly only just cracks open. place you hand on the top of the throttle assembly and you should feel when it first starts to open. It is important that it only just cracks open.
From there next time you start the engine the computer should be able to use the idle Actuator Control to set the revs at 750 rpm.
If the engine settles down to a constant smooth idle then the computer is now controlling the revs correctly.
I set mine using the idle screw to open the throttle further than just cracked so that the tacho showed 750 rpm, but when the engine was placed on a diagnosis machine it showed that my tacho was out and the engine was doing about 850 rpm.
Performing the above method fixed the idle.
