G16A Vitara Idle Issue

I have a 90 Vitara SWB which I've just completed an engine swap.

It starts fine and idles smooth with my foot on the clutch but let foot off the clutch and the idle speed drops (sometimes to the point of stalling) and it hunts. I'm about 85% sure all the vacuum hoses are in the right spots, once driving it revs freely and runs well. It's just this idle issue.
