power steerin not by passing 1200 psi constant

hi all i have a hj47 with a 60 series bottom mount power steering pump and a fj40 power steering box, the problem i have is that the pump is pumping good, but the box isn't relieving, at idle it is sitting at 1200 psi at the box at all times going to 1800 psi at 2000rpm, it isn't dropping to a bypass pressure, can anyone tell me what might be causing this, or who is a good power steering re builder and i will just give them the job

flow control valve is stuck, undo the outlet fitting (and hose) and you will be able to see the flow control valve. You should be able to easily push it in with a small screwdriver as behind it is a spring about 16mm dia and ~50'ish mm long. Use a magnet to get it out, if its really stuck sometime a bit of air pressure in the top of the res will pop it out. Once out remove the spring and test for tolerance it should slide very easily in and out with no slop at all.
