Help, I need better braking.

I've been building my LN106 Dual cab Hilux for a few years now.
One of the mods I've done is a rear disc brake conversion using LN65 calipers, slotted rotors and 80 series master cylinder.
The front brakes are standard with slotted rotors.
Well I did a full brake test for engineering the other day and the results were very marginal, the engineer is not happy.
I would have thought rear disc over drum would have blitz it, but no.
I'm running a 60mm suspension lift, 285 tires and had the standard rear load bar adjusted up as far as possible to the point where the rear was locking up.
I've since changed the booster to a 80 series, but the pedal is now very hard, is that how it is meant to be????
I'm looking at changing the front to V6 4runner rotors and calipers to help.
Has anyone have any other ideas to make my ute pass the brake test???
