my A/C pump just went weird on my 45s

When I turn the engine off theres something in the pump that still spins Then slowly stops 
What is it?is it stuffed.
What is it?is it stuffed.Could it be the clutch, on the pump? I think they use a centrifigal clutch.I'm not sure, though. I know my chainsaw does exactly what your describing.
If it still works when turned on, it is prolly o.k.
