Nort sure how many KM's yours has done, but your pump may very wearing out. When i had the pump overhauled on my '89 td42 at 400,000km's, the shop told me that there was no sign of water or other contaminants--it was simply worn out... The low sulphur diesel reduces the injection pump life a fair bit. Injectors MAY need starting pressure/spray pattern checking
Anyway before going that far, make sure there are no restrictions in any of the hoses from the tank or air leaks--ie cracked hoses, loose fittings etc--check all the rubber hoses in the fuel supply lines. Make sure there is no obstructions at the pickup at the tank end--you can remove the sender through the access hole in the rear floor. Make sure tank breather is clear, and also if fitted, check the small filter on the inlet to the injection pump. Its in the top cover of the injection pump--remove the bolt that the bleed screw screws into and if its fitted, it should be in there.

The injection pump contains the lift pump. If the lift pumps worn then the rest of the injection pump will surely be worn as well..
