Stock Carb Question

Having sorted out my carby problems the other day, I notice that as the throttle is opened, only what I presume is the primary barrel opens. The other one opens barely a crack on full throttle.
What's up with this? Is this how it's meant to be? On other carby cars I've owned, the secondary starts to open at about 1/2 throttle, and opens right up. This one opens barely enough to break the seal.
Is my carb rooted?

i think the second is operated off vacume???
Then perhaps it only opens up when the engine is reving under load.

I had a secondary fail to open, as the vacuum pipe was leaking, and was loose. also the vacuum accuator things can seize..just 3 screws to replace..and the linkages can jam, too..carb is not totally stuffed..tho most are, and a full reco, not a minor reco would be wise anyway... ..christover

it seems the secondary will only open a fraction, is this how it's meant to be? Like it feels like that's all it's meant to do when I push on the linkages
