Some RFC Rules to be clarified

Well, seeing htat my chances to enjoy the 2003 RFC are increasing, I have a couple of questions that I need to clarify, and thought I'd pass them by you guys. Please bear with me: "its my first time doing the RFC, so be gentle" 
1. When they say the tires should not exceed 36.5" in diameter, is that with vehicle weight? Can I run 37" MTR that are effectively <37" and ~36.5"?
2. Which would you guys recommend:
A. 35x10.5x15 Simex Extreme
B. 36x12.5x15 SXs
C. 37x12.5x15 MTRs (should point 1. be valid)
3. The truck is a Discovery. is it necessary to have a rollcage? Its not an open top, so their rules are kinda fuzzy in that domain.
