ECU CHIP?

IS THERE AFTER MARKET CHIPS AVAILABLE FOR ECU? TO SUIT 1/98 HILUX 3.0D 140 SERIES. I WAS TOLD THEY CHANGE THE FACTORY CHIP TO PASS EPA EMMISSIONS.
what motor has it got???
If it's a 1KZ-TE yes,
if it is a 5L-E someone should be able to do it, but you'd be better to put a hair dryer on it first!
If it is a 5L it has a manual pump & has no electronics.
