How much of the wheel arch needs to be flared to be legal, The hole lot or just the upper part

From my understanding the whole lot, I had to fit new flares to my Patrol to get a roadworthy because they didn't run the full length of the wheel arch.

Yeh, in Nsw they got to go from the front of the arch, all the way around and down to axle height. Doesn't have to be one peice though of course. But as far as outwards go it must cover any exposed 'tread', which leaves bit of a loop as far as the rules go, but to be on the safe side just cover anything that sticks out.

I know that mud-flaps have to be no-more than 300mm from the ground and flares must cover tread.
